29 CFR 1926.20(b)(2): Such programs did not provide for frequent and regular inspections of the job sites, materials, and equipment to be made by competent persons designated by the employers: a) Building 4: On May 18, 2016 and at times prior thereto the controlling employer Kartchner Homes of Idaho did not ensure that guardrail systems were in place and maintained on the second and third floor balconies prior to allowing sub-contractors to work in these areas. b) Jobsite: On May 18, 2016 and at times prior thereto the controlling employer Kartchner Homes of Idaho did not ensure that stair rail systems were in place and maintained on the permanent stairways used by sub-contractors for access to the upper levels in each building. This included but was not limited to building 5. c) Jobsite, parking lot: On May 18, 2016 and at times prior thereto the controlling employer Kartchner Homes of Idaho did not ensure that openings cut into the asphalt parking lot were properly covered and maintained. This included openings that were partially covered, covers that not secured or marked, and an uneven edged hole left completely uncovered Kartchner, Inc., was previously cited for a violation of this occupational safety and health standard, 29 CFR 1926.20(b)(2), which was contained in OSHA inspection number 959713, citation number 1, item number 3d, and was affirmed as a final order on May 24, 2014, with respect to a workplace located at University and South 5th West, Rexburg, ID., 83440.
