The Court certifies the following provisional classes: The Entry Class includes all aliens, as defined by 8 U.S.C. 1101, who may be subject to I.C. § 18-9003; and The Reentry Class includes all aliens, as defined by 8 U.S.C. 1101, who may be subject to I.C. § 18-9004. The Court enjoins all Defendants, including their officers, agents, employees, attorneys, and any person acting in concert or participation with them, from enforcing Idaho Code §§ 18-9003, 18-9004. The Court appoints counsel for Plaintiffs as counsel for the provisional classes. The bond requirement under Rule 65(c) of the Federal Rules of Civil Procedure is WAIVED.
