Transaction Description:
PURPOSE: THE EMERGENCY HOUSING VOUCHERS (EHV) ARE AUTHORIZED BY THE AMERICAN RESCUE PLAN (ARP) ACT OF 2021 (PUBLIC LAW NO: 117-2). THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD) SELECTED OVER 600 PUBLIC HOUSING AGENCY (PHA) TO RECEIVE EHVS BASED ON THE ALLOCATION FORMULA AND WILL ADMINISTER THESE VOUCHERS FOR 10 YEARS. THE MAIN PURPOSE OF THE EHVS IS TO PROVIDE EMERGENCY HOUSING ASSISTANCE THROUGH PARTICIPATING PHAS IN AREAS WHERE THE EHV’S ELIGIBLE POPULATIONS HAVE THE GREATEST NEED, WHILE ALSO CONSIDERING PHA CAPACITY AND THE REQUIREMENT TO ENSURE GEOGRAPHIC DIVERSITY, INCLUDING RURAL AREAS. CURRENT LEASING DATA FOR EHV PHAS IS UPDATED DAILY AND AVAILABLE ON THE EHV DASHBOARD: HTTPS://WWW.HUD.GOV/PROGRAM_OFFICES/PUBLIC_INDIAN_HOUSING/EHV/DASHBOARD; ACTIVITIES TO BE PERFORMED: THE PHAS RECEIVE FEDERAL FUNDS FROM THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD) TO ADMINISTER THE VOUCHER PROGRAM. THE PHA ACCEPTS A FAMILY’S APPLICATION FOR RENTAL ASSISTANCE, SELECTS THE APPLICANT FAMILY FOR ADMISSION, AND ISSUES THE SELECTED FAMILY A VOUCHER CONFIRMING THE FAMILY’S ELIGIBILITY FOR ASSISTANCE. THE FAMILY MUST THEN FIND AND LEASE A DWELLING UNIT SUITABLE TO THE FAMILY’S NEEDS AND DESIRES IN THE PRIVATE RENTAL MARKET. THE PHAS SIGN HOUSING ASSISTANT PAYMENT CONTRACTS WITH THE LANDLORDS, AND HOUSING SUBSIDY IS PAID TO THE LANDLORD DIRECTLY BY THE PHA ON BEHALF OF THE PARTICIPATING FAMILY. THE FAMILY THEN PAYS THE DIFFERENCE BETWEEN THE ACTUAL RENT CHARGED BY THE LANDLORD AND THE AMOUNT SUBSIDIZED BY THE PROGRAM.; EXPECTED OUTCOMES: HUD EXPECTS TO PROVIDE HOUSING ASSISTANCE BETWEEN 60,000 - 70,000 PARTICIPANTS AS DESCRIBED IN THE INTENDED BENEFICIARIES SECTION. SECTION 3202 OF THE ARP APPROPRIATES $5 BILLION, WHERE $4.8 BILLION WAS EARMARKED FOR NEW INCREMENTAL EHVS, THE RENEWAL OF THOSE EHVS, AND FEES FOR THE COST OF ADMINISTERING THE EHVS AND OTHER ELIGIBLE EXPENSES DEFINED BY PIH NOTICE TO PREVENT, PREPARE, AND RESPOND TO CORONAVIRUS TO FACILITATE THE LEASING OF THE EMERGENCY VOUCHERS, SUCH AS SECURITY DEPOSIT ASSISTANCE AND OTHER COSTS RELATED TO RETENTION AND SUPPORT OF PARTICIPATING OWNERS. EHV UTILIZATION IS BASED ON THE EHV LEASING DATA AS REPORTED IN HUD’S INVENTORY MANAGEMENT/PUBLIC HOUSING INFORMATION CENTER (IMS/PIC) SYSTEM. HUD WILL BEGIN USING THE IMS/PIC DATA FOR EHV REALLOCATION PURPOSES 30 DAYS FOLLOWING THE ISSUANCE OF THIS NOTICE.; INTENDED BENEFICIARIES: ELIGIBILITY FOR THESE ARP EHVS IS LIMITED TO INDIVIDUALS AND FAMILIES WHO ARE (1) HOMELESS; (2) AT RISK OF HOMELESSNESS; (3) FLEEING, OR ATTEMPTING TO FLEE, DOMESTIC VIOLENCE, DATING VIOLENCE, SEXUAL ASSAULT, STALKING OR HUMAN TRAFFICKING; OR (4) RECENTLY HOMELESS AND FOR WHOM PROVIDING RENTAL ASSISTANCE WILL PREVENT THE FAMILY’S HOMELESSNESS OR HAVING HIGH RISK OF HOUSING INSTABILITY. ARP REQUIRES THAT HUD ALLOCATE EHVS IN ACCORDANCE WITH A FORMULA THAT INCLUDES PUBLIC HOUSING AGENCY CAPACITY AND ENSURES GEOGRAPHIC DIVERSITY, INCLUDING WITH RESPECT TO RURAL AREAS. AFTER SEPTEMBER 30, 2023, A PHA MAY NOT REISSUE THE EHV WHEN ASSISTANCE FOR A PARTICIPATING FAMILY ENDS (I.E., THE FAMILY LEAVES THE PROGRAM FOR ANY REASON).; SUBRECIPIENT ACTIVITIES: THE RECIPIENT DOES NOT INTEND TO SUBAWARD FUNDS.
