The personal fall arrest system (harness) worn by one of the employees was not attached to a lanyard, exposing the employee to a 20 foot fall hazard to the ground below. Citation text line 29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system: a) Jobsite: On December 10, 2019 and at times prior thereto employees performed siding activities above the third floor breezeway without a fall protection system in place. The employees worked near an open sided floor on the backside of the building, exposing them to a 30 foot fall to the ground below. b) Jobsite: On December 10, 2019 and at times prior thereto Consol, LLC removed a guardrail system while performing siding activities on the third floor breezeway. The guardrail system was not replaced, exposing their employees and potentially employees of other sub-contractors to a 20 foot fall hazard to the ground below. Consol, LLC was previously cited for a violation of this occupational safety and health standard 29 CFR1926.501(b)(13), which was contained in OSHA inspection number 1387031, citation 1, item 1, and was affirmed as a final order on July 8, 2019, with respect to a workplace located at 303 West Penwood Street, Meridian, ID 83642. Note) Certification of corrective action is needed for this item.
