As it was used, the restraint system (lanyard, anchor point and body belt) would not have kept the employee from falling off of the working side of the platform. Even with marked routes, the complexity of the blueprint itself made it difficult to understand and determine the best exit route, exit access and exit discharge from a given point in the building.
