29 CFR 1926.501(b)(10): Roofing work on Low-slope roofs. Except as otherwise provided in paragraph (b) of this section, each employee engaged in roofing activities on low-slope roofs, with unprotected sides and edges 6 feet (1.8 m) or more above lower levels shall be protected from falling by guardrail systems, safety net systems, personal fall arrest systems, or a combination of warning line system and guardrail system, warning line system and safety net system, or warning line system and personal fall arrest system, or warning line system and safety monitoring system. a) On or about August 9, 2022, employees installing roof coping on a low sloped roof at the edge of and leaning over the edge of the roof without any acceptable fall protection were exposed to a fall hazard of approximately 12 feet to the ground below. The Granite Enterprises, Inc. was previously cited for a serious violation of this occupational safety and health standard or its equivalent standard 1926.501(b)(10), which was contained in OSHA inspection number 14406548, citation number1, item number 1(a) and was affirmed as a final order on January 2, 2020 , with respect to a workplace located at 3232 Nursery Road, Coeur d'Alene, ID 83815. 29 CFR 1926.20(b)(2): The employer did not initiate and maintain programs which provided for frequent and regular inspections of the job site, materials and equipment to be made by a competent person(s): (a) On or about December 27, 2018, and at times prior thereto, the employer failed to ensure a competent person made frequent and/or regular inspections of the worksite to ensure all workers were in compliance with the company safety and health policies and OSHA standards for proper use of a personal fall arrest system. Workers were exposed to fall hazards when not utilizing a secure point of attachment for their lifeline directly above their work location and the personal fall arrest system was not adjusted to prevent a worker from hitting the ground in the case of a fall. (b) Job Site: On or about December 27, 2018, and at times prior thereto, the employer failed to ensure a competent person made frequent and/or regular inspections of the worksite to ensure all workers were in compliance with the company safety and health policies and OSHA standards for installation and use of personal fall arrest systems.
