(a) On or about February 20, 2014, and at times prior thereto, two employees were installing siding from an aluminum scaffolding without using safety netting between the two levels of aluminum planking and were exposed to fall hazards of approximately seventeen (17) feet on both the sides and ends of the scaffolding.
