OSH ACT of 1970 Section (5)(a)(1): The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees while engaged in residential construction activities 6 feet (1.8 m) or more above lower levels. (a) Protection from fall hazards: On or about October 17, 2017, two (2) employees performed roofing activities on a 6 in 12 pitched roof without a fall protection system in place. This exposed them to fall hazards ranging from 10 to 16 feet to the ground below. (b) Steiner's Quality Roofing, LLC was previously cited for a violation of a similar occupational safety and health standard, 29 CFR 1926.501(b)(1), which was contained in OSHA inspection number 1007651, Citation number 1, Item number 1, and was affirmed as a final order on June 5, 2015, with respect to a workplace located at 2712 North Ramsey Road, Coeur d'Alene, ID 83815. (c) Feasible and acceptable means of abatement for this item may include, but may not be limited to, the employer requiring that a competent person is on the jobsite whenever any type of fall protection system is required and/or being used. This person must be knowledgeable in the specific fall protection requirements for the work being done, proper selection and proper use of the fall protection system, and other applicable OSHA requirements. This person must have the desire and authority to take appropriate actions to ensure the safety of the employees. Compliance with OSHA's fall protection standards is a continuing duty and must be continually monitored and enforced by a competent person on the jobsite. |

9 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which is 6 feet (1.8 m) or more above a lower level is not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems: (a) The employer does not ensure the use of fall protection during roofing work. The violation was most recently observed at 2712 N. Ramsey Road, Coeur d'Alene, Idaho, on November 5, 2014. Two (2) employees performing roofing activities on an 8:12 pitch roof were not adequately protected from fall hazards at heights of 15 feet and higher onto asphalt. The telehandler platform used on-site did not provide adequate fall protection. To abate this violation, and to continue to comply with this occupational safety and health standard, the employer must ensure that its employees performing roofing work are protected from falls, and that no employee is allowed onto a roof or structure more than six (6) feet high without adequate fall protection at this jobsite and at all of employer's jobsites. Pursuant to 29 CFR 1903.19, the employer must submit documents describing the steps it is taking to ensure compliance, including a description of how these steps protect its employees from fall hazards. The employer has a continuing obligation to comply with 29 CFR 1926.501(b)(1), the OSH Act, and all relevant occupational safety and health standards. STEINER'S QUALITY ROOFING, LLC. was previously cited for a violation of this Occupational Safety and Health standard or its equivalent which was contained in OSHA inspection 314315326, Citation 01, Item 1, and was affirmed as a final order on 12/21/2010 with respect to a workplace located at 3291 Alaska South Road Bozeman, Montana. STEINER'S QUALITY ROOFING, LLC. was previously cited for a violation of this Occupational Safety and Health standard or its equivalent which was contained in OSHA inspection 106489, Citation 01, Item 1, and was affirmed as a final order on 4/2/2012 with respect to a workplace located at 10560 N Lakeview Hayden Lake, Idaho. |

Job Site: On or about September 13, 2011, employees were observed involved in roofing activities on a steep residential roof structure and not utilizing their donned personal fall arrest systems, thus being exposed to a fall hazard approximately 20 feet to the ground surface below. Note: Abatement certification and documentation IS NOT required for this item. Steiner's Quality Roofing LLC was previously cited for a violation of the Occupation Safety and Health standard or its equivalent which was contained in OSHA inspection 311573604, Citation 01, Item 001A, issued on 01/04/2008 and was affirmed on 01/29/08 with respect to a workplace located at 155 Village Lane, Sandpoint, ID.
